Is melanotan 2 the same as setmelanotide?

No. They are different melanocortin agonists. Melanotan II is an unapproved, non-selective agonist of MC1R and MC4R, molecular weight 1,024.2 daltons, studied for tanning and erections in three- and ten-man studies, prohibited to supply in Australia. Setmelanotide is a selective MC4R agonist approved as Imcivree for rare genetic obesity, not for common obesity or tanning: 8 of 10 POMC-deficiency and 5 of 11 LEPR-deficiency participants lost at least 10% of body weight at about one year.
